Enrollment of Japanese social insurance and labour insurance for a Japan Representative Office.

Representative offices are also compulsory to enroll in labour insurance (employment insurance and worker's compensation insurance).
If you hire workers, even a representative office of a foreign corporation
without corporate registration must enroll in labour insurance (employment
insurance and worker's compensation insurance).
(In case the employee is a single representative.)
* According to the Labour Standards Inspection Office, if the representative
is also expected to be a worker, "workmen's accident insurance will
be established and the representative's occupational accident and commuting

However, when an occupational accident or commuting accident actually occurs,
unlike the judgment of the Labour Standards Inspection Office, which recognised
that there was a worker at the time of initial enrollment and established

(Ministry of Health, Labor and Welfare) industrial accident insurance together
with the second and subsequent employees. The second and subsequent employees
are eligible for the workers' compensation insurance (labour accident insurance
+ employment insurance), but the representative is not covered by the employment
insurance.
*If the representative does not have the nature of a worker, he or she
cannot enroll in the National Industrial Accident Insurance (Ministry of
Health, Labor and Welfare). However, if certain requirements are met, the
representative may also be able to join the industrial accident insurance
administration association as a special member. Whether or not it is actually
applicable will be determined by an interview with a social insurance labour
consultant.
In addition, if an occupational accident actually occurs, the concern about whether or not you are a worker at that time is the same as in the case of industrial accident insurance in the above country.
Again, the representatives cannot enroll in the employment insurance.
Representative offices can voluntarily enroll in social insurance (health insurance and welfare pension).

A representative office of a foreign corporation that is not registered
as a corporation can also enroll in the social insurance by appointing
a representative as a deemed business owner. Even in this case, the representative
cannot join.
